IELTS Writing Task 2 question
Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.
Do you agree or disagree?
Give reasons for your answer and include any relevant examples from your own knowledge or experience.
Student answer (Band 6.0)
Easy accessibility to water is one the basic necessities and rights that every individual deserves, and due to this fact every household must get water free of charge. In my perspective, the tax payers are already paying huge sums to the government in terms of different taxation laws and import duties through which the ruling bodies are generating great revenues; thus, I am totally in the favor of claim, and I firmly believe that this amount ought to be spent on basic necessities of life such as water, instead of being stolen by the corrupt officials.
Water being a fundamental component of human survival is quite significant, and I consider that it is not a resources that should be bought by people. It is an essential part of life and must be provided free of charge to each and every household because most of the regions are deprived of it due to lack of resources to built a well or well equipped and proper water systems, which eventually leads to deaths of several individuals. In addition, specially farmers should be given free water for irrigation purposes, so that they can grow crops and maximize their annual profits due to reduction in amount spent on water supplies.
Conversely, a few individuals and the government, who are in favor of charging an amount for water, defend themselves by arguing that there are numerous reasons and problem behind this fee charged for supplying water such as lower funding and share for the water department. As a result, the water department send water bills to the houses of people according to the total consumption of the household, in order to run and operate effectively. Therefore, these ruling bodies and relevant departments are convinced to charge an amount from the consumer as this amount plays a vital role in the maintainance of the water department such as paying salaries to the employees.
In conclusion, charging high amount of money from public for water is not a justified thing to do as most of the people do not have enough money to even pay the utility bills. Therefore, I personally believe that no or only a negligible amount should be charged for water by the residents.

Paragraphing is used appropriately, and the progression of ideas is generally clear, though the flow between the counter-argument and the final conclusion could be smoother.
