IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 6.5)

Water is an essential substance which is the basic requirement for living. In this contemporary era, the availability of fresh water is reducing gradually. Some people believe that access to drinking water is a fundamental human right so government should supply clean water free of cost in every house. The increase demand of water and wasting a huge amount of water leading to decrease in the level of drinking water. I believe government should make some strict laws and charge a certain amount of money to conserve water and reduce its misuse.

To commence with, due to rapid increase in the urbanisation and industrialisation, a large amount of water is getting polluted as they dump a huge amount of chemical and domestic waste in the fresh water bodies which is causing water pollution and reducing the level of pure water. Moreover, people misuse the drinking water for other purposes such as agricultural, planting, wasting clothes, cleaning and bathing. This may result in the shortage of water.

Conversely, central government should take effective measures to conserve water and to stop the water pollution. So that, individuals can understand the importance of the drinking water. there are various solutions. First and foremost, higher authority should establish more water purification systems to purify water and increase its availability. For this government have to invest a significant amount of money so they should charge it from the citizens at a certain level. Furthermore, higher authorities should run awareness programmes to make the individuals understand how to conserve or reuse water. For instance, central government can explain the 3R's concept of water conservation to population, in which each R depicts reuse, recycle and reduce.

In conclusion, the level of pure water is decreasing due to overpopulation, misuse and water pollution. Therefore, government should make effective laws and run awareness programmes to reduce misuse and should not provide drinking water free of charge.
