IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 6.0)

Availability of clean water is a necessity of every human being. Therefore, free of charge supply should be given to every household. I firmly agree that water is to be provided at zero or negligible cost.

Providing water free of cost would help reduce expenses and the struggles faced by the backward society. This in turn decreasing the chances of disease occurring due to consumption of contaminated water. As a result, creating a healthy ecosystem and saving money spend on medication. For instance, a poor family has to spend at least 10-20% of their income on water, this could be saved by getting water from the government.

In some areas, individuals (especially women) have to travel many kilometers just to fetch water from wells. Government intervention could supply water to them, decreasing the stress and pain that they have to go through. In such case the women in those areas can devote the saved time to some other activity live spending time with their family rather than commuting many kilometers to get water.

While, providing water for zero cost is recommended but it is not a feasible approach. As government would also require funds to install the pipelines and purify the water. Therefore, selling water at a low cost with monthly billings would be the best solution.

To conclude, clean water is desired by every human, and they should get it for free but due to maintenance and installation cost bared by the government. They should charge a basic cost that they have to spend on maintenance.
