IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 6.0)

Access to clean water is a fundamental necessity. Some people argue that every home should have a water supply provided without any cost. I believe that everyone should have access to drinking water, but providing unlimited water supply completely free is not practical. This essay intends to discuss the views before explaining my viewpoint.

On the one hand, drinking water is essential for human being. People need clean water for cooking, drinking and basic hygiene. Charging high prices for water supply can not be sustainable for low-income families and preventing them for clean water can lead to serious health issues. Government should take responsibility that the disadvantaged individuals are not deprived of essential resource. For example, providing a basic quantity of water and heavily subsidized water can be beneficial to meet the need of poorer households.

On the other hand, making all households water completely free can lead to the problems like excessive and unnecessary use of clean water and this would create a great burden on the government. Government also has to use taxpayers money to create infrastructure for water treatment and transportation. Moreover, when people do not pay for what they consume, they will think that it is in abundance and will not have any incentive to preserve it. A more effective approach can be to provide a basic quantity to water free of charges to every households, while charging higher rates for excessive consumption.

In conclusion, I believe that water is universal and essential for every human being. Nevertheless, I disagree that every household should have unlimited water supply free of charges. Government should provide basic quantity of water and charging an reasonable amount to encourage preservation of water and maintain the required infrastructure.
