IELTS Writing Task 2 question
Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.
Do you agree or disagree?
Give reasons for your answer and include any relevant examples from your own knowledge or experience.
Student answer (Band 6.0)
In my opinion, I believe every use of natural resources should come with impose of charge or bill system. Therefore I am disagreeing with the following statement.
To begin with, supplying the freshwater requires a huge capital investment from the government in order to make the water drinkable, an infrastructure for example: water treatment plant, comes in the process for purifying the water by removing the present of microorganism which are harmful for the human. In addition, the government allocated the proportion of budget each year for the maintenance cost of the service of the water supplying pipeline and renovating of the treatment plants hence the state earns the revenue from the bills and charge that is being paid by the citizens.
Furthermore, if the household is being offer the free of charge for the freshwater then it would cause the issues regarding the proper use of water resources. The rate of waste of water would increase drastically since the people would not have that urge to pay bill resulting in misuse of resources. On the other hand, the state would not be able to followup the maintenance cost due to insufficient of funds results in halting the freshwater supply to the household which would expose the large population on the verge of health risk.
In contrast, there are some essential basic right of Human and accessibility of fresh water is one of the crucial. To make the system run properly and uninterruptedly, we need to work responsibly and coordinately, household must ensure the proper use of freshwater and government needs to use the fund (charge/bill) earned from the citizen. Therefore, I believe every thing that we use especially the natural resources must have a price tag.
