IELTS Writing Task 2 question
Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.
Do you agree or disagree?
Give reasons for your answer and include any relevant examples from your own knowledge or experience.
Student answer (Band 6.0)
Drinking clean water is a basic human necessity while I strongly believe that everyone should get free access to clean water, it sometimes lead to excessive wastage due to no penalty associated with it. This essay will discuss the both the views before giving my own opinion.
In many countries, governments charge monthly to provide clean and drinkable water to its citizens. Beside from drinking, pure water is also used for cooking and hygiene. Contaminated water can be proven dangerous for the health, leading to different sorts of diseases and health concerns. Clean water should not only be accessible to privileged or high socio economic class of our society. While most of the people can afford the bills, many low-income and homeless people might be denied of their basic right, and they are forced to drink unsafe water from shady sources. For example, many homeless people drink water from open streams which could be hazardous for their health.
On the other hand, the world resources are repleting, and we might run out of clean water in the future. The cost associated with water use can prevent people from wasting water more frequently. Adding to that, the government and associated water management boards need excessive money to maintain the pipes and machinery to pump water to our houses, and reservoirs to store the water. For example, if the water were completely free, people may use it excessively and the government might increase taxes to bear the cost. Access to free water is a basic human right, but sometimes people might abuse their rights.
In my opinion, government should limit the supply of water to each house, so people can be mindful of its usage. Adding to that, every household should get a few gallons free and after that they will be charged as per their usage.
To conclude, people deserve free access to the water but sometimes they end up abusing the liberty and charging them for additional use will prevent overuse and maintain reliable water supply.
