IELTS Writing Task 2 question
Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.
Do you agree or disagree?
Give reasons for your answer and include any relevant examples from your own knowledge or experience.
Student answer (Band 5.5)
It is often concured that, water supply needs to be provided free of cost for each public as clean and safe water comes under the basic human right. Agreeing upon the viewpoint as clean water ensures hygenic life, supporting growth and development of nation, this essay would shed lights on the significance of free water along with some contrast point in the forthcoming paragraphs.
To start with, Human right commission ensures access to water as basic right for the safety, welfer of induviduals, because no one can solely imagine life without water. In order to provide equal distribution and equity access of water, the state should take some incentives to provide water supply free of cost to all induviduals. Due to free supply of water each and every individual can get access to water as it is gift from nature and basic need. To exemplify most of the developed countries and some local authorities have already started scheme to impose no fee for water supply service. Therefore, to ensure equal rights and to lead country to progress and development, it is necessary to provide free water supply.
Secondly, managing all the water supply units, treatment system ,ensuring labours and workers dedicated for supply of water be provided with incentives ,sum of money is required. unless little amount of service charge is collected from the public, it will be hard for government to pay salary to the hard working manpower. In contemporary epoch, even if a person has a low wage, he might
pay water bills as they are low. For instance
in Nepal, India still people pay ,per monthly
service charge as unit of consumption. To add,
it also reduces water wastage increasing among individuals.
In the final reckoning, eventhough imposing
some charge for service providing water supply
to public which may decrease wastage of
water, collect fund for managing water supply
system. However, this essay agrees basic right
should be free of cost, government should
arrange policy to make water supply service
free of cost.
