IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 4.5)

Water is the main source for human body to survive. and to provide a clean water is government responsibility , and to maintain this facility government wants fund for the people who work for it, and also want money for gating material like pipe and sum other instruments , and for that facility we have to pay regularly tax for it.

Without money no one can work, so for that we all have to pay charge , If people are responsible and aware about the process of water cleaning and value of the clean water everyone is ready to pay for it ,

On the otherhand who have no money that people are not able to pay for the water that we have to think about it that we can provide some drinking water station for free.

As per my openion I am totally agree that clean water is a basic requirement of every humans but as a awake people of the country we all have to take this responsibility and we dont get demand for free clean water facilities.
