IELTS Writing Task 2 question
Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.
Do you agree or disagree?
Give reasons for your answer and include any relevant examples from your own knowledge or experience.
Student answer (Band 6.5)
It has long been a subject of discussion that clean water is a basic human right, and I agree that water has a significant role in every human life. In my opinion, the former notion has several elements which deserve attention, and I will explain why using pertinent arguments.
To begin with, from my perspective, water is basic need for every living being not just humans. While other animals and birds, or living beings get water without any charges to pay to anyone, since water is present in nature from very first time of beginning of life on this planet as a natural resource. It will not be wrong if we say that basically water is used to drink and prepare food, so that water needs to be clean and uncontaminated. In my opinion, the governing authority of particular areas should provide or let people have access to clean water for their basic usages.
In contrast, on the other hand, the free supply of clean water to everyone without governing the usage can lead to misuse the natural resource for their personal purposes. For example, the provision of clean and drinkable water to everyone without restricting the limit and without checking the purpose of usage can allow people to use it for commercial purposes and can be stored under personal rights. This can lead to imbalance in society. Hence, free supply of clean water should not be granted to everyone without limit.
From what has been discussed above, it can be concluded that a balanced approached should be opted, and the governing authority shall grant a clean water supply to citizens with a proper registration, so that purpose of usage either domestic or commercial, can be recognized, and the limits should be given to individuals for basic domestic usages while granting free supply of clean water; furthermore, clean water for commercial usages, and more that basic limit should be regulated and charged.
