Student answer (Band 5.5)
Being able to get clean water is basic right of human. So every home should have a system of water supply to their home that is given without anything in return. However Clean water is necessary for drinking as well as for cleaning our body and environment we live in. This can be achieved by proper sewage systems as well as rules and regulation that should be applied by the government upon usage of water. It should not be free as many people waste water in large amount as well.
Clean water should be easily accessible as we as humans as we cannot survive without food we also cannot live without drinking water the minerals that water provide are necessary for our health as doctors also recommend to drink at least 7 to 8 glass of water in a day. Furthermore over body sheds dead skin cells every day and also to keep over hands and body clean we must have access to clean water.
Every home irrespective of poor or rick should have access to clean water as and this can be done by over government by providing infrastructure that carries dirty water to sewage channels underground and also cleans water supply pipes provided to every home also in some areas they can get access to free water by underground boring methods to get clean water. Rain water can also be filtered and stored by filtration plants built by government. Also there should be charges over the amount of water provided as many people waste water keep taps at home open while brushing teeth or when people wash cars at home they waster water then as well. In Islamabad recently a person was fined RS 20,000 PKR for wasting water while washing his car in Sector E so people would only stop wasting water when a certain amount would be paid for the water they use.
In conclusion, being able to drink and use water should be accessible as no human can survive without it government can make it possible for each home to have a constant supply of water each day with a certain amount of cost as people would waste it if provided free.

Task Achievement / Task Response — Band 5.5
The response addresses the prompt by taking a clear position: water is a right, but it should not be free to prevent wastage. The ideas are relevant and supported by examples, such as the fine in Islamabad. However, the development is somewhat repetitive, particularly regarding the reasons for charging for water. The argument could be strengthened by exploring the economic or social implications of 'free' water more deeply. While the position is consistent, the explanation of how the government should manage the infrastructure is slightly underdeveloped in terms of the 'how' and 'why' beyond basic suggestions.
Coherence and Cohesion — Band 5.5
The essay is organized into logical paragraphs, each with a clear focus. There is a progression of ideas from the initial stance to the justification and the practical implementation. However, the use of cohesive devices is somewhat mechanical and occasionally repetitive (e.g., the frequent use of 'also' and 'and'). Referencing is sometimes unclear, such as in the phrase 'this can be done by over government', where the pronoun reference is slightly ambiguous. Paragraphing is used appropriately, but the transitions between sentences could be smoother to improve the overall flow.
Lexical Resource — Band 5.5
The vocabulary is adequate for the task but lacks variety and precision. There are several instances of word-choice errors or awkward phrasing, such as 'given without anything in return' instead of 'provided free of charge' and 'over body' instead of 'our body'. The range is sufficient to convey the message, but the student relies on basic terminology. To reach a higher band, the student should incorporate more precise collocations and academic vocabulary related to public policy and resource management.
Grammatical Range and Accuracy — Band 5.5
The essay contains a mix of simple and complex sentence structures. There are frequent grammatical errors, particularly with articles ('a basic right of human'), subject-verb agreement, and word forms ('poor or rick' instead of 'rich'). Punctuation is also inconsistent, with several run-on sentences that lack necessary commas or conjunctions. While these errors do not completely impede communication, they are frequent enough to distract the reader and indicate a lack of control over more complex grammatical structures.
