IELTS Writing Task 2 question
Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.
Do you agree or disagree?
Give reasons for your answer and include any relevant examples from your own knowledge or experience.
Student answer (Band 6.5)
Water is a fundamental part of our lives and there is a growing debate on whether households should have free access to water. This essay disagrees on water being provided free of charge because its infrastructure is costly and a cost attached to it reduces wastage.
To supply clean water to every house requires a proper infrastructure of pipelines and tanks, that is expensive to built. It also requires constant maintenance and repair to ensure no rust is pilling up or leakages occurring. Additionally, with increasing water pollution, it has become essential for water to be processed, and sanitation plants require huge investments to be set up. Moreover, a charge attached to the usage of water evokes a sense of responsibility among the citizens and prevents unnecessary wastage.
However, water is the basic requirement for every human body to function, making access to safe water important for people of any class. Clean water helps reduce the spread of water borne diseases like diarrhea and typhoid. Equal access to clean water for marginalized and low income groups who live in severe conditions, helps avoid severe financial and economic disadvantages. For example the United Nations has been doing collaborating with the governments of developing countries to ensure individuals have clean water available.
In conclusion, although every human being has the right to equal and safe water being supplied to their homes. But making it available to everyone requires infrastructure that requires huge sums of money and placing a minimal price to its use reduces burden on the government along with promoting responsible behavior towards it use.
