IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 6.0)

In modern society, people are more concerned about their health and well-being. They follows a balanced diet and drink only filtered water to stay safe from infection. However, clean water is a human's basic necessity. It is often argue that each house have a free water supply service. I am not agree with this. In the subsequent paragraphs, I will discuss my opinion on this.

To commence with, providing free water service to the public creates unnecessary financial burden on the government as substantial funds required to maintain the water supply infrastructure. Moreover, the service is provided equally to low-income, unemployed, and wealthy individuals, regardless of their financial status, which means that even those who can afford to pay for water receive the same benefits. For example, a wealthy businessman who pays to several employee, will definitely not face any financial barrier to pay. However, it will be a relief for a low-salaried or unemployed person who may struggle to meet basic living expenses.

In addition, people often use this facility casually, which can lead to unnecessary water wastage. They don't bother about the water conservation and use this leverage as a basic human right. When people have to pay for water service they closely monitor how much they have consumed. For instance, households that receive unlimited free water may leave taps running while washing cars or watering gardens, which can result in excessive water consumption.

In conclusion, free cost for water supply is somehow human basic right as they contributed to nation in several ways in the form of taxes. However, free of cost water supply places significant economic pressure on the government and nevertheless people take leverage to use excessive water without even monitoring the usage of water.
