IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 4.0)

Clean drinking has been a fundamental necessity of people from the beginning of the human race. A free of charge water supply is a topic of debate currently, where some people believe that water should be supplied free of charge and others argue that water supply should not be free of charge. In my opinion, at certain level water supply should be free but after that limit is crossed it must be charged .
