IELTS Writing Task 2 question
Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.
Do you agree or disagree?
Give reasons for your answer and include any relevant examples from your own knowledge or experience.
Student answer (Band 6.0)
Access to clean water is the basic right of human being But i partially disagree with the statement of supplying free water to every household. If government provide free supply of water to everyone there's much expensive. Then government should proper check their pipelines of water.
You know that if anyone provided with the thing as a free of cost, he will not care this thing and also waste this. There are several reasons why water should not be entirely free. First of all, providing clean water requires a large amount of money. Governments need to build and maintain water treatment plants, pipelines and storage facilities. They also need to pay workers to ensure that the water is safe to drink. If people did not pay anything for water, governments would have to cover all these costs through taxes. This could put additional pressure on public finances and reduce the money available for other important services, such as healthcare and education. There's too much burden on the government.
On the other hand, I strongly believe that poor families should not be denied access to clean water because they cannot afford it. Governments could introduce subsidies or provide a certain amount of water free of charge for basic needs such as drinking and cooking. People who use more than this basic amount could then be charged according to their consumption. In this way, everyone would have access to clean water while excessive use would be discouraged.
In conclusion, although clean water is a basic human necessity, I do not believe that it should be completely free for every household. A system in which basic water needs are affordable , while additional usage is charged, would be a more practical.
