IELTS Writing Task 2 question
Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.
Do you agree or disagree?
Give reasons for your answer and include any relevant examples from your own knowledge or experience.
Student answer (Band 5.5)
Water is a basic necessity of an every single individual for survival. In this modern and innovative world where the technology and science touch to sky, water supply is still a traditional inconvenience in several zons of the world specifically in the rural areas. Some people may agree with this argument and other will not, however, some are partly agree with the statement and gave mixed up solution to this problem.
The major reason of disagreement to this statement is that, if water should be provided free of cost in every corner, finanicial burden put on the government so, other facilities like healthcare or food quality would be affected. For example, there are alot of expenditure on resourcing as well as supplying after chemical and mechanical filtration of water as a result, State budget is subjected to fluctuate also, faces ups and downs.
Another fact to disagree with the statement is, water should be free for those who can not afford their essentials of daily living and must be charged by those population who are living in the well developed areas and finacially stable. People in the rural areas could not enjoy their basic needs of survival while they have an equal right to feel every opportunity for living as urban population.
To conclude all over the disagreements, I firmly belive that water is a basic human right but in my opinion, the Government should provide water supply without any charge and tax to poor, needy people who could not buy rights for themselves and starve for necessities. It is better to charge from well setteled population to reduce the budget stress.
