IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Student answer (Band 5.0)

Water is the most basic need of a human. Everyone has equal right to clean water. Therefore, i largely agree with the statement that every home should have a water supply which should be free of cost.

Water is required by every form of life on this planet to stay alive. Earth has majority of the surface covered with water but not all of it is for consumption. Majority of the water is in the glacier form. It melts slowly with time and meets the ocean which in turn meets the sea and we gets access to it by the rivers or through dams.
