IELTS Writing Task 2 question
Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.
Do you agree or disagree?

Student answer (Band 6.0)
Access to clean water is essential for human health and well-being. Some people argue that every home should have a water supply that is provided free of charge as clean water is a basic right of everyone. I strongly agree with the view that every home should have access to sufficient clean water for their basic needs, regardless of their financial situation.
The main reason include that clean water is very important for maintaining good health and hygiene. People use water not only for drinking purpose but for washing, cooking and in other household activities. If water is too expensive, low-income families reduce their water consumption and may use some unsafe source for water. For example, providing a basic amount of water free of charge could help poorer families to use water, maintain good hygiene and protect themselves from water born diseases such as cholera.
The other reason include that providing with clean water could reduce social inequalities. Water is not a luxury, it is a basic necessity of every person. The government should ensure that all households receive enough water to fulfil their needs. However, I do not completely believe that unlimited water should be provided free of charge. A limited amount of water is essential for homes to ensure their needs but the peoples that use unlimited water should be charged. I think this approach also encourage people avoid wasting of water.
Conclusively, access to clean water is a basic right of every person and I believe that a sufficient amount of water should be provided to all houses free of charge, whereas people using unlimited water should be charged. This approach is useful so may people will use water according to their needs without wasting it.
