IELTS Writing Task 2 question
Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.
Do you agree or disagree?
Give reasons for your answer and include any relevant examples from your own knowledge or experience.
Student answer (Band 7.0)
It is often argued that people should not be charged for using clean water as its usage is their fundamental human right. I completely agree with the given statement although some people argue against it.
The primary reason to support my view is that implementing fees for allowing users to use clean water may result in financial difficulties especially among those from lower and middle class backgrounds. While people from rich background can afford paying, ones from lower financial backgrounds would struggle if they have to pay for it. Therefore, in order to protect these people from financial burden, they should be provided with a water supply at no cost. Another significant aspect worth considering is that in many parts of the world, it is considered against ethics and morals to prevent people, who need clean water for any purposes, from using it. This is particularly evident in Asian countries such as India and Sri Lanka where a water supply is provided free of charge.
Conversely, proponents argue that providing water at no cost may result in its excessive usage. This can ultimately lead to water waste and even its scarcity. However, such problems can be addressed by the governments through several effective measures. For example, conducting public awareness campaigns could encourage people to use it appropriately. Moreover, implementing strict rules and regulations against those who use water excessively can prevent such issues.
Overall, although some people are concerned that providing a free water supply may result in water waste and its shortage, implementation of charges is not an effective solution. Instead, it can be tackled effectively through the governments' alternative methods.
