IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 6.0)

The world is covered with 75% water. It is pity that even though having significant amount of water people only access 1% fresh water because rest of water remain as glaciers, saline and underground. Nowadays, water has become an indispensable part of living beings. Thus, many people believe that every house should have a water supply at free of cost. I completely disagree with this statement.

To commence with, making water free of charge, encourages people to use it unnecessary. They cannot value the significant of water. They might overuse or sometime waste water. Consequently, in some areas scarcity of water remain major issue. In addition to this, people who genuinely need water cannot get sufficient water to cook, drink and for other purpose. Further, if people consume water at a greater speed then outcome will be more hazardous that one could not be predicted. Fresh water will decrease and water will become as expensive as gold and silver.

Nevertheless, access to clean water is undoubtedly essential human right. Today, majority of works demand water whether it washing, household chore, drinking, agriculture, cooking or any other activity. Every thing rely on clean water. In the society, underprivilege and slum dwellers hardly find fresh water because they cannot afford high cost of water. Even during fitting water pipes underground may sometime cross with gutter pipeline which leads to mixing of contaminated water with portable water.

To recapitulate, water plays a vital role in human's life but making it free is not a good idea. Instead of giving free water supply the government should enforce stringent norms relate to water usage. It should charge reasonable price and aware citizens about importance of water and it conservation.
