IELTS Writing Task 2 question
Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.
Do you agree or disagree?
Give reasons for your answer and include any relevant examples from your own knowledge or experience.
Student answer (Band 6.0)
It is argued that since access to clean water is a fundamental human right, every household should receive a free water supply. I completely agree with this view.
On the one hand, clean water is essential for life as it is not a luxury but a basic necessity. Humans and other living things need water to remain healthy and alive. Water is used domestically for drinking, washing and in toilets without water it will be too difficult to survive. Poor families can not afford utility bills of water as they have other expenses too because bills can put them in mental stress. If the clean water is available freely, the primary needs of people will be fulfill automatically. For example, in poor and rural areas people use dirty and contaminated water due to which they have higher chances to get ill and spread diseases.
On the other hand, free water can improve and enhance public health and controls the risk of water caused diseases. Government should supply water to every home free of cost however, if it is not possible for the government they can only allowed free water to poor families. Subsequently, due to free water people will not use dirty water anymore and remain safe from diseases. By providing free water individuals and children will be safe from water-born diseases. For instance, drinking clean water will result in healthy population due to which government shares and costs for healthcare sectors may decrease.
In conclusion, I agree that every household should receive enough clean water to meet its basic needs without charge, although excessive consumption should be paid for.
