IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 6.0)

Access to clean water is one of the most important needs in human life .some people believe that every home should receive a water for supply free of charge because clean water is a basic human right . I strongly agree with this opinion, Although I believe that people should be charged if they use an excessive amount of water .

The first and foremost reason is that providing free water is that it is essential for people’s health and daily activities. Everyone needs water for cooking, drinking , washing and cleaning. If poor families cannot afford water , they may use unsafe sources ,which can cause serious health problems. For example, people living in poor rural areas may use polluted water of rivers or ponds because they do not have enough money to buy clean water . Therefore ,providing basic amount of water would help them to protect people’s health and give everyone equal access to this essential resources.

Another main concern is that , completely free and unlimited water could lead to unnecessary wastage . People may not careful about their consumption if they do not have to pay for it . For instance, some households might leave taps running while washing their cars or use large amounts of water to maintain garden .As a result, this can be particularly harmful in some areas that already face water shortages. For this reason , governments should provide a reasonable amount of water free of charge and charge households for any extra usage of water . This would encourage people to use water properly without affecting their basic needs .

In conclusion, I strongly agree that every household should have access to a basic supply of water free of charge. However ,unlimited water should not be free , as this may cause water storage problem. A limited free supply should be a fair solution because it protect human health .
