IELTS Writing Task 2 question
Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Student answer (Band 7.5)
Access to clean water is essential for human survival, and many people believe that every household should receive a free water supply. I agree with this view because clean water is necessary for a healthy life, although its use should be controlled to prevent unnecessary wastage.
First of all, clean water is fundamental to human health and hygiene. People need water for drinking, cooking, bathing and cleaning. If families cannot afford a sufficient supply of safe water, they may be forced to use contaminated sources, which can cause serious diseases. For this reason, governments should ensure that every household has access to a basic amount of clean water, regardless of its financial situation.
Another important reason is that free access to water can support disadvantaged families. Low-income households often struggle to pay for essential necessities such as food, electricity and healthcare. Providing a basic water supply without charge would reduce their financial burden and allow them to maintain proper hygiene. Nevertheless, free water should not mean unlimited consumption. If people do not have to pay for excessive usage, they may waste this valuable resource. Therefore, governments could provide a certain amount of water free of charge and charge households for consumption beyond this limit.
In conclusion, I agree that every home should have access to a basic supply of clean water free of charge because it is vital for health, hygiene and human well-being. However, charging for excessive consumption would be an effective way to prevent wastage and encourage people to use water responsibly.
