IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 6.5)

There is a growing discussion about including clean water as part of basic human rights, therefore every household should be entitled to free clean water supply. Personally, I completely disagree with this view because it will lead to inappropriate use of water and lack of efficiency in maintaining it.

The main reason For my view is because people will not manage water properly. This means when free water becomes human basic right, people won't value the importance, so they tend to waste it. In other words, when people do not pay for wholesome water they tend to use it for all kinds of activities instead of using it for cooking and drinking only. For instance, In Nigeria people pay the government for wholesome water supply, instead of using this water to wash clothes, flushing toilets and do some minor house chores they will rather use a well water because they know the financial value of wholesome water.

Another major reason why I hold this position is because of adequate maintenance. If governments are left to take charge of financial cost involved in producing a clean water, it will lead to inadequate water supply. Although government should be responsible for all these, there are other social amenities that need more attention. Therefore, if the public want to enjoy a regular clean water supply, they need to render some extend of financial supports. For example, in most estates in Nigeria, they usually enjoy regular tap water supply because they pay for the maintenance.

In conclusion, I Firmly disagree that clean water should be free for people to use because it will result in wastage of clean water and poor maintenances.
