IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 6.0)

This is a very controversial and heated argument where many people have their own different opinions. Whether it is provided free or not, both have its own benefits and drawbacks. In this essay, I shall discuss both perspectives regarding its availability.

One of the primary reasons for making it available cost free, can be seen visibly in areas where it is already present in scarse amount and always have shortage of it. For an example, in deserts and dry areas, people should have its free availability to make their every day life much easier. A good amount is spent on water resources in these areas everyday. So if water ever becomes readily available to them, people can get access to fresh water without much effort like before.

But on the other hand, disagreement comes becauses of overuse of water resources in many other cities. People with easy availabilty to it, doesn't treat it preciously and with care. For an instance, for washing clothes, people waste many litres of water which cannot even be treated becauses of excess of soap in it. So in these areas if its becomes available free of money, people shall waste it even without the fear of bill payments. Which strongly sides with the fact of selling water ,eventhough it's every human's birth right.

In my opinion, both of the factors should be considered greatly. Water should be free of cost in locations where people do not have easy access to it. And, if possible, this loss of money should be suffixed as penalty fines from those who misuse it.
