Student answer (Band 6.0)

Access to clean water is essential for human survival and good health and it is a basic human need. Some people largely believe that the government should provide freshwater to the public for free. I firmly agree with this. Nevertheless I also consider that water should be charged if consumed beyond limits.

Firstly, as freshwater is vital for humanity, the government should make it accessible to the public. Water is a human body's need and providing it to all for free, especially to lower-income households, can be very positive for them. Since it is extensively used in almost every meal and beverage. In addition, clean water contributes to better human health. For instance, drinkable water can prevent numerous diseases such as irritation and Cholera.

However, supplying water to the public for free is absolutely a fabulous idea but in order to make it a reality, government will have to invest in supporting infrastructure which will require capital to build as well as maintain. Furthermore, there is one more issue which is excessive use of water, since freshwater is limited in the world, it must be charged if people use it more than their standard need. Government can introduce water usage limitation, in order to prevent wastage of water. For example, countries like Germany, France and the United Kingdom provide water to their public completely free but with a limitation threshold, which should not be surpassed.

In conclusion, after briefly and thoroughly examining both points. I largely think that families should have clean water supplies. but also be considered that it should not be used lavishly.

Task Achievement / Task Response — Band 6.5

The response addresses all parts of the prompt, presenting a clear position that balances the right to free water with the necessity of usage limits. The ideas are relevant and generally well-developed, particularly the argument regarding infrastructure costs and the need to prevent wastage. However, the development is slightly uneven; the second paragraph contains a sentence fragment ('Since it is extensively used in almost every meal and beverage.') which weakens the flow of ideas. While the position is consistent throughout, the conclusion could have been more effectively linked to the main body arguments to provide a more comprehensive summary. Overall, the response meets the requirements of the task well.

Coherence and Cohesion — Band 6.5

The essay is logically organized into distinct paragraphs, each with a clear focus. Cohesive devices such as 'Firstly', 'In addition', 'However', and 'In conclusion' are used to guide the reader through the argument. While the progression is generally clear, there are some instances where the connection between sentences is slightly mechanical or abrupt. For example, the transition between the health benefits of water and the infrastructure costs in the second and third paragraphs could be smoother. Paragraphing is used appropriately, and the central ideas are clearly identifiable, contributing to a coherent overall structure.

Lexical Resource — Band 6.0

The vocabulary is generally adequate and appropriate for the task. The student uses some topic-specific terms like 'infrastructure', 'capital', and 'limitation threshold'. There are some instances of slightly informal or imprecise word choices, such as 'fabulous idea' and 'lavishly', which are not entirely suited to an academic context. Additionally, there are minor issues with collocation, such as 'largely believe' instead of 'strongly believe'. However, the range of vocabulary is sufficient to convey the intended meaning clearly, and the errors do not impede communication.

Grammatical Range and Accuracy — Band 5.5

The student demonstrates a mix of simple and complex sentence structures. There are several grammatical errors, including sentence fragments ('Since it is extensively used...') and punctuation issues, such as the misuse of periods where commas or semicolons would be more appropriate (e.g., '...both points. I largely think...'). Subject-verb agreement and article usage are generally accurate, but there is a lack of variety in complex sentence structures. While these errors are noticeable, they rarely impede the reader's understanding of the argument.
