IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 6.0)

Access to drinkable water is consider one of the fundamental rights of every human being. Thus, many people believe that governments should provide water to all houses without any charge. I strongly disagree with this view because providing unlimited water supply may lead to waste and deprived authorities to generate money in order to maintain the infrastructures of water supply.

Firstly, providing access to dirnkable water for free to all households lead to waste of water. When residents have unlimited clean water supply, they use it for daily tasks such as cleaning dishes, cars, and other equipments. As a result, a considerable portion of drinking water is misused by family members. Consequently, governments have to allocate a substantial percentage of money to provide continuous suppy of water. Despite having powerful economy the USA and Germany charge for drinking water, though it is affordable.

Furthermore, ensuring clean water to households requires robust water management authority and infrastructures which facilitate undisrupted water supply to families. Charging affordable amount for drinking water is essential to run the department, it also reduces burden from governments. When governments do not charge for clean waters, they costs of water management authorites, equipments such as pipes, tools, machines need to pay from other sectors. Thereby, charging for water is an effective decision.

In conclusion, water is essential for human being in order to survive. Although citizens of a nation may feel unsatisfied to pay for water, I believe drinking water should not be provided free of charge as it leads to waste and impede governments to manage the water management departmnet effectively.
