IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Student answer (Band 6.5)

In this globalised era, without any qualms, it is accepted that access to clean water is a fundamental human necessity and a basic right for everyone. Some people contend that households should be provided with an unlimited water supply completely free of charge. However, I debunk from this view and proffer that although every individual should have access to clean water, providing unlimited water free of charge is neither practical nor beneficial.

Compelling evidences are obtainable to demonstrate the notion of ensuring universal access to clean water. The paramount concrete reason is that clean water is essential for maintaining public health and preventing waterborne diseases. To go hand in hand, a superlative rationale which drags me to persist is that poor families may struggle to afford a sufficient supply of safe water. The subsequent feature which is incontestable to be accounted is that governments have a moral responsibility to ensure that nobody is deprived of this basic necessity. To uphold my article of faith, I would jot down an illustration of low-income communities, where providing affordable or free water can significantly improve people's health and living standards.

What is half full for some, may appear half empty to others, so the public across the board discriminate that providing water completely free of charge to every household is impractical, which has myriad of reasons. To commence with, some people reckon that unlimited free water could encourage unnecessary consumption and lead to considerable wastage, whilst they also justify that governments would have to bear enormous costs for water treatment, infrastructure and maintenance.

To synopsize, I pen down saying that there are innumerable robust factors underpinning the fact that clean water should be accessible to everyone, particularly disadvantaged people. Ergo, its contrary can be overlooked or curbed. Consequently, I firmly disagree with the statement that every household should receive an unlimited water supply completely free of charge, although governments should guarantee affordable access to clean water for all.
