IELTS Writing Task 2 question
Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.
Do you agree or disagree?
Give reasons for your answer and include any relevant examples from your own knowledge or experience.
Student answer (Band 6.0)
Access to clean water is essential for human survival, meanwhile providing water for household activites should be free of charge. I strongly agree that clean water is basic human rights, although I believe that government should limits the supply of water for free of charges.
The main reason for providing clean water free is to maintain a healthy life style. People doesn't need clean water for drinking only, they has to do cooking, other household activities and basic sanitation. If water is expensive , a low income families cannot afford that and it may use some others unsafe resources that can causes risky diseases. For examples, in poor rural communities families cannot afford to pay for clean water and they start to depend on contaminated rivers and wells. Therefore, providing a clean water with free of charge can improve a public health as it is one of the basic need of humans.
Howerever, making completely free of charge for water can also create the problems. Water treatment, pipelines and maintenance are expensive, so the government need some funding to maintain the service. In addition, people became careless in they don't have to pay the charge of water which encourage unnecessary consumption. A pratical solution is to provide free of charge for household activities for certain amount of unit where excessive consumption of water should pay.
In conclusion, I believed that every household should have supply of water because it is the basic need of people. Also, we should pay certain amount of money for government to maintain the sanitatory and to cover the service.
