IELTS Writing Task 2 question
Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.
Do you agree or disagree?
Give reasons for your answer and include any relevant examples from your own knowledge or experience.
Student answer (Band 6.0)
Sanatatiry water access is fundemental and essential human right. Households around the world should have access to clean water but weather or not goverments should charge their citizen for this service is debatable. Providing this service free of charge could lead to misuse, one might argue but on the other side it might jeopardize the ability of vulnerable community to access it.
Clean water is right to every human being and governments around the globe should co-opreate and unit to achive it. Providing it without charge would make it accessable to all citizens without infrenging spacific race, religoun, ethnicity or vulnarable community; ensuring clean water is universal to all citizen. Another point in favour of this claim is that it relieves people from extra financial burdens, making them focuse on more important things like education and children up bringging.
On the other side, provinding it without fees would encourage overconsuming and misuse, but I think that the solution doesn't lay in charging people but in more firm policies and assigning quotas and shares. Another disadvantage would be that this will burdan the finance of the state without a clear way for investment returns and lead to shortages in other sectors, however this can be solved by making clean water more sustainable and recyclable.
At the end clean water is a basic human right, and no price tag should be put on that. Goverments should aspire to provide it free of charge and finding sustainable solution to protect the enviroment and prevent misuse.
