IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 6.0)

While I agree that excess to clean water is essential for survival, I do not conform to the idea that it should be completely free for every household.

The reason of my stance is that it is a prerequisite for survival, health and dignity. Without access to clean and drinkable water, people may get unwell. And most importantly clean water is widely recognized as a fundamental human right. In many far off villages , people travel many kilometers in order to fetch pure water. So, it is the responsibility of government that it should provide at least the required amount of water for free.

Furthermore, the reason I disagree is that it should not be completely free is because of the cost of treatment, pipes and maintenance which is very expensive. Moreover, it also costs government a lot because it needs heavy labor and modern machinery. And if it is completely free, people will waste it, so charging a small fee encourages responsible use. In big cities like Krachi, water shortage happens partly due to wastage.

Hence, I argue that if water is free, people will have no incentive to conserve it. So, more practical solution is subsidized model because this model can provide basic amount of water for free and charging for excessive use. For instance, in developing countries like India and Pakistan, many rural areas still lack access to clean water supply. So, government should take immediate action because it could be harmful and life threating to drink dirty water.

In conclusion, governments should ensure all homes have access to affordable clean water and provide a basic amount free for poor, but a charge for extra use is reasonable.
