IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 7.0)

Access to water without any impurities is an essential human necessity, and some people argue that it should be supplied to every household free of charge. I strongly associate with this view because clean water is fundamental to public health and should not be determine by a person's financial circumstance.

The primary reason for providing free water is that it is indispensable for maintaining basic health and hygiene. Civilians need clean water for drinking, cooking, bathing and sanitation, meaning it is not a luxury and therefore should not be deprived to those who cannot afford it. If households were required to pay substational amounts for thier basic water needs, low-income and middle class families might reduce their consumption, potentially resulting in poor hygiene and the spread of waterborne diseases. For example, providing acess to safe water in disadvantaged and low economical communities could significantly reduce illnesses caused by contaminated sources.

Furthermore, treating clean water as a basic right can help eradicate social inequality. Wealthier households can easily afford essential utilities, whereas poorer families may have to choose between water bill and other necessities such as food or medicine. Governments therefore have a responsibility to ensure that every citizen has access to a safe and adequate supply which only they should bear. This does not interpret that unlimited water should be free; rather, a reasonable basic allowance could be forsaken without any additional charge, while excessive consumption could still be paid for.

In conclusion, I firmly stand with the ideology that every household should have free water access to a basic amount as this would protect public health and promote greater social equality.
