IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Student answer (Band 5.5)

ACCESS TO CLEAN WATER IS BASIC HUMAN RIGHT. ALTHOUGH SOME PEOPLE BELIEVE THAT WATER SUPLLY SHOULD BE PROVIDED FREE OF CHARGE TO EVERY HOME. I DISAGREE WITH THIS BECAUSE THIS ALLOW PEOPLE TO USE WATER UNLIMITED THAT EFFECT ENVIRONMENT AND FINANCIAL.

THERE ARE MANY REASON FOR DISAGREE THIS STATEMENT FINANCIAL IS ONE OF THEM. GOVERNMENT SPENT MUCH OF MONEY TO STORE OR USE OF WATER TO MAKE PROPER SUPPLY OF RESOURCES. HOWEVER, IF PEOPLE HAVE NOT TO PAY FOR USE OF WATER THEY USE IT UNLIMITED WITHOUT HESISTATE. THAT MEANS IT'S DIRECT IMPACT ON GOVERNMENT FINANCIAL. GOVERMENT MONEY BURNED DUE TO NO TEX.

AND IN FUTURE AUTHORITY WILL NOT ABLE TO PROVIE ENOUGH WATER TO FARMERS OR FACTORIES OR POWERPLANTS.

ANOTHER IMPORTANT REASON IS IMPACT ON ENVIRONMENT. IF HUMAN GET RIGHTS TO USE WATER FREELY THEY DON'T THINK TO STORE IT JUST USE IT FOR ENTERTAINMENT. DUE TO THIS MUNCIPAL CORPORATIONS WILL HAVE NOT HAS ENOUGH WATER IN FUTURE. SO THEY CAN NOT GIVE PROPER WATER TO TREES OR PLANT THAT THEY PLANTED IN MIDDLE OF ROAD PATH'S OR SIDE OF HIGHWAYS. IT ALSO MEAN THAT IN FUTURE HUMANS WILL CAN FACE SHORTAGE OF WATER. THAT MEANS IT WILL ALSO EFFECT ON FOOD SUPPLIE CHAIN IN FUTURE. DUE TO SHORTAGE OF WATER MANY COMPANY'S SERVERS THAT COOLING BY WATER THAT SHUT DOWN OR HEATED AND CATCH FIRE ALSO MANY FACTORIES THAT DEPEND ON WATER THAT ALSO SHUT DOWN.

IN CONCLUSION, IT IS GOOD TO ACCESS EVERYONE TO CLEAN WATER. BUT PROIVDED FREE OF CHARGE I DISAGREE WITH THIS. CHARGING REASONABLE PRICE IS GOOD THAT LET PEOPLE THINK TO USE WATER BY CARING OF WATER BILL SO HELP TO MAINATIN WATER SUPPLIES.
