IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 5.5)

In today's world, water is something that is quite accessible to everyone due to which people argues that every household should receive free supply of water without any cost. However, I completely disagree with this approach.

One of the major drawback is the source of clean water. Our planet is covered with 70% of water but only 2% to 3% is available as a clean water to the human. Furthermore, the sources of clear water is totally depended on the natural water cycle, for example, if at some place rain will come then only the ground water will be recharged otherwise, the ground water might get dry and empty which might create drought issues at some places. In addition, citizens should pay for the clean water because if government would have a enough funding then only the high authorities can work on build more sources of water supply

Another major drawback of providing free water supply is that if people would get the access of water supply for free then I think people might use more clean water in compare to before. For example, public will use more water in watering plants, washing cars and cleaning clothes. As a result, it will create the shortage of clean water in the world which can also create chaos among the public.

In conclusion, it is completely clear that if people would the the access to the clean water for free of charge then they might use it more rather than saving and I completely disagree with this statement.
