IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 6.0)

Access to clean and safe water is essential for human survival and good health. Many people believe that because it is a basic human need and human right, every household should receive water free of charge. While I strongly agree that everyone should have clean water access, I do not believe that an unlimited water supply should completely be free of cost.

On the one hand, every person should receive clean water regardless of their financial situation. Water is necessary for drinking, cooking and hygiene. Without it, people will most likely to suffer from health issues, diseases and poor living conditions. Therefore, government should guarantee that all the citizens receive clean water for some amount for free. This is important for some families who may struggle to pay the utility bills. For example, many countries provied some amount of free wate to the disadvantaged house hold to prevent public health.

On the other hand, giving water for free would lead to unnecessary waste. People will do not care and use water more then their requirement. When people do not pay for the service, they may not value it and use more water. In addition, water treatment plants, and pipeline and water distribution system require large amount of

money to build and maintain . If we do not pay for the service government will increase the taxes for maintains of the water supply and reduce spending on the other essentials services such as education and healthcare.

In conclusion, I believe that access to clean and safe water is a human right, and every household should receive enough water to meet their baisc needs without cost
