IELTS Writing Task 2 question
Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.
Do you agree or disagree?
Give reasons for your answer and include any relevant examples from your own knowledge or experience.
Student answer (Band 6.5)
Access to clean water is essential for basic human survival, and some people argue that every household should receive clean water supply for free. I agree that everybody should have access to safe drinking water, but i disagree that unlimited household water should be provided without any cost.
On the one hand, the main reason why clean water should be available to everyone is that it is necessary for basic health and hygiene. People need clean water for cooking, drinking and maintaining proper sanitation. If people do not have access to clean water supply they will end up consuming unsafe water leading to major health issue and diseases. Therefore, government have a responsibility to ensure that every household can obtain a sufficient amount of clean water. For example, authorities could provide a basic amount of clean drinking water to every house for no charge or at a heavy subsidies price to low income household.
On the other, access to unlimited clean water is also not a great idea because it may lead to excessive consumption and place a significant financial burden on the government. Moreover, when people do not have to pay for something they may end up using it inappropriately and unnecessarily like long showers, leaking tap and gardening etc. Furthermore, a better approach could be providing basic amount of clean water for free and charging a particular amount after that as per the usage.
To conclude, i strongly believe that government should provide a clean drinking water to every household. However, their should be limit for the amount of water provided for free otherwise people could end up using excessively.
