IELTS Writing Task 2 question
Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.
Do you agree or disagree?
Give reasons for your answer and include any relevant examples from your own knowledge or experience.
Student answer (Band 6.0)
Access to clean water is a fundamental human right. Therefore every home should be provided with water supply for no charge. I personally disagree with this statement as I believe that clean water can be misused.
I completely agree that acccess to clean water is a basic human right but that does not mean every home should be provided with free water supply. Many selfish people exsist who will take advantage and use clean water for unnecessary tasks. For example, in my university, some students used drinking water for tasks such as filling water cooler and taking bath. This lead to shortage of drinking water for other students. This happened because the drinking water was free and no rules were imposed. Giving everyone water supply for free is not the only solution to make sure all citizens are able to access their basic human right of accessing clean water, the better solution is that the government should make sure that clean water is affordable by every home by setting the price accordingly.
Other people might disagree and say that there exists familes that cannot spend even a single cent on water as all thier income gets evaporated in duties such as food and shelter. This is true upto an extent nonetheless the solution for this is to segregate such familes and put them in category such as below poverty line. With strict regulations, a water supply to these home should be provided for free of charge.
In conclusion, a poverty line should be defined be paramenters such as annualfamily income and homes should be categorised into below and above poverty line. The below poverty line homes should be provided with free water supply and above poverty line homes should not be given it for free. By this the pople cannot take advantage and it is fair as a basic human right.
