IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 5.0)

It is often argued by some people that the access to pure water was the right of every person. Therefore each residence should provid a water free of cost. Although some might agree with this notion, I completely disagree. Not only because of economic effect, water waste, but also because of poor infrastructure maintain.

There are multiple disadvantage associated with this development. Firstly, economic effect are the leading disadvantage of this. As government should provid water they cannot get enough money. Take an example, the Minister of the Japan, said they face a several challanges economic effect because the provid free water supply. Thus, this point prove government should charge the bill of water.

Secondly, paid water is better than free water fo waste water. As people should not paid the bill they not save the water. For instance, recently a survey conduct in China, mostly people said government should charge the bill of water, Hence, this point prove that people should paid the water supply bill,

Finally, poor infrastructure is the another drawback of this issue. As government should not charge the bill of water than they should not enough resources for good infrastructure. For instance, the infrastruceture of Spain was not good becuase they not charge the bill of water supply. Thus, paid water bill was better for good infrastureture.

To sum up, they have some advantage of free water, but I believe that in term of economic effect, waste water and poor infrastructure it was not good

There are frequent word choice and form errors, such as 'provid' instead of 'provide', 'maintain' instead of 'maintenance', and 'waste water' used where water waste or conservation was intended.
