IELTS Writing Task 2 question
Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.
Do you agree or disagree?
Give reasons for your answer and include any relevant examples from your own knowledge or experience.
Student answer (Band 6.0)
Water is essential for every living thing including humans, plants, animals, and insects, unlike any other life form, humans require clean water to maintain their health, which is basic human right. However, providing free and unlimited supply of clean water in every household is logistically and financially unsuitable. Providing free water for daily basic use with additional charges on exccess usage would be better approach.
Clean water pevents multiple wateborn health diseases such as diarreha, stomach ache, chlorea, and consumption of hard metals present in water. For instance, if someone does not have access to purified water their next and only option will be to use non-potable water which might be contaminated and drinking that will eventually lead to bad health, if we picture this scenario where people do not have enough recources and cannot afford purified water, there is going to be huge a population of individuals that falls into that category. Moreover, low income families struggle to pay for basic neccesities, and to make their ends meet, access to clean water provides vunreble people without having to buy it everytime.
While it is basic requirement of every human, providing clean water free of cost is not feasable for multiple reasons. For example, treating water for purification, maintaining pipelines, and infrastructure requires masive funding and large amount of labour, for all of this to happen, authorities require constant financing which will not be possible to manage if water supply becomes free. Moreover, people tend to over use and waste the reserve when there are no price tags on it. so charging the service will save the resource from going to waste.
In conclusion, water is basic human right and everyone deserves access to clean water without worrying about the affordibility. Government should find a midway to this problem by making a mixed model of basic free water with charges for excess use.
