IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 5.5)

Clean water is everyone's requirement so, every individual should have access to it, but I would argue that there should be inimal charges for the supply of water in

every home. Most people will use it in excessive amount which results its wastage thereforeIt should not be totally free.

Every citizen is required clean water for several purposes like bathing, cooking, washing etc. Due to these reasons everyone should have its easy access. But in my perspective the supply for should not be free of charges, some charges should be applied for it. In resulting, might be most of the people will not understand its true value. Most probably people will waste it and will not use it for real purposes. For instance, it is common observation that most people do not close water tap which results in a large proportion of water wastage.

A cosiderable number of population wash their streets with clean water instead of using it for cooking or drinking.

However, I my opinion these charges should be minimal that, everyone can afford it. On the other hand access to clean water should not be like buying gold, in contrast a middle class person can not pay its cost. In respect to pay for the water will give a people sense of achievement. Citizens will understand its worth. They will not understand it as they have got it as a reward of good gesture from government. For example, in major cities of Pakistan people are more likely to pay water bills and people consider themselves as responsible citizens.

To conclude, I acknowledge that this is a basic right to every individual to access to clean water but there should be minimal charges to use it. So, most people are not supposed to waste it. Moreover people will understand their significance as they are contributing for country's progress and revenue.
