IELTS Writing Task 2 question
Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.
Do you agree or disagree?
Give reasons for your answer and include any relevant examples from your own knowledge or experience.
Student answer (Band 6.0)
There is a debate on the topic about providing free water supply to every household because access to the clean water is the basic human right. I partly agree to this statement. Although, government needs to allocate use amount of funds to initiate this work, access to the water is the fundamental need of every individuals and that hould be for free.
First and foremost, Dinesh city of water is not only upto humans, all the living organism in the ecosystem needs water as the basic source of living. Now, talking about human beings, an individual need at least 20 litre of water to perform his activity on a regular basis. Water is not only for the purpose of drinking. It is necessary for other various activities such as bathing, washing clothes, washing dishes and many more. Although some activities like irrigating the field may not require clean water. Therefore, I support this statement. Additionally, there are many communities that are financially backward and cannot afford to pay even for a drinking water. As a result, by considering such people, government should supply water to each and every home for free of cost. For example, mini remote places in India are facing lack of clean water, so they are consuming directly from the river which is adversely affecting their health.
On the other hand, it is not an easy task for government to make water supply for free of cost. This is because it requires huge amount of budget and enough sources of water resources like a rivers and ponds. Even developed countries and also getting scarcity of funds and resources to make it free. Government need to allocate suitable amount of money for different purpose. They need to focus to the health and education facilities as it is one of the major sector that every individuals required. Providing health or education free of cost rather than the water supply might be the best alternative because government cannot make all these service free at once. However, government should provide access to the clean water with minimum cost possible. As a result, it is quite demanding to supply water to each houses throughout the country. For instance, Nepal government is launching a good initiative of making one public tap in every community with the intention of providing clean drinking water.
In conclusion, I partly agree to the statement of providing free water supply to each home because water is the fundamental need of every individual and many backward communities are struggling to get access to the drinking water.
