IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 6.5)

Nowadays, clean water is an essential part of human life. Some people believe that every home should receive a water supply free of charge because clean water is a basic human right. I agree with this statement to a large extent, because water is necessary for health and daily activities although there should be some rules to prevent unnecessary wastage.

Firstly, every person needs clean water for drinking, cooking and cleaning. Poor families may not be able to pay high water bills, and this can create serious problems for their health and quality of life. In addition to this, free access to clean water can help reduce diseases caused by unsafe water. For example, children in low-income families can have a healthier life if their homes have a regular supply of clean water.

Secondly, providing unlimited water completely free of charge may encourage some people to waste it. People may leave taps running or use too much water for washing cars and gardens. For example, Mumbai recently had a 10% water cut because the authorities wanted to save enough water for the future. Moreover, governments need money to maintain pipes and water facilities. Therefore, i think a limited amount of water should be provided free, while people who use too much water should pay for it.

In conclusion, i agree that every home should have access to clean water without financial difficulties. However, free water should be provided in a controlled way so that people do not waste this valuable natural resource. This approach can protect people's basic needs while also encouraging responsible water use.
