IELTS Writing Task 2 question
Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.
Do you agree or disagree?
Give reasons for your answer and include any relevant examples from your own knowledge or experience.
Student answer (Band 5.5)
The individuals right is to have fresh water. So, all houses must have water connection free of cost. I disagree with the statement because, the water supply required huge financial support it can be by taking tax or charging the residents for the service. On the other hand, materials, manpower & equpipments used, in order to maintain supply of water to every home.
In the present era, No service is free, same as water supply also needed big amount to provide connections in the houses. The government must set minimum charges on every gallon of clean water used in the house. Other, set of fee also declare on monthly basis as maintenance service. The administration should analyse the income of every individual to provide subsidy to poor families. In addition, all persons are accountable and must know their responsibility. For example, In Canada, the authorities has online portal for new water connection, where they take family and income details to finalize the charges and provide subsidy to under lower income bracket families.
Furthermore, the Water dams, purification systems and, pipelines need periodical maintenance, materials, equpiments and manpower to send water safely to residents. Most of the part gets rusty needs to change, required competent staff and machinery to finish the task. Pipelines has loose connections which resulted in the water leakage. So, the Legislation generate amount from the residents in the form of monthly charges, which will use in repairing works. For instance, The Greater Municipal Corporation of Toronto, has taken immediate action on the water leakage at the airport. The Experienced staff, material and machines were used to fix the issue.
In conclusion, access to clean water is necessary for peoples, but it should be free of cost to community. I disagree due to, the water supply requires millions of amount to setup dams, cleaning machinery, materials and, manpower etc. So, the governing body must kept service charge on water supply.
