IELTS Writing Task 2 question
Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.
Do you agree or disagree?
Give reasons for your answer and include any relevant examples from your own knowledge or experience.
Student answer (Band 6.0)
Water is a basic human necessity. Without water, no one on earth can survive. Therefore, Access to clean water is a right of every human being, but I disagree that it should be completely free of cost for every home.
There is no doubt access to clean water is a fundamental human right. Water is very important for our survival, just like air, and without safe drinking water, people suffer from serious health problems such as chlorea and typhoid. For example, In many rural area of Pakistan, families are forced to drink contaminated water, which leads to serious diseases. Furthermore, if clean water is too much expensive, the poorest member of society will be unable to afford it, which creates inequality and social injustice. For this reason, Government have a moral obligation to ensure that every citizen can access portable water.
However, I completely disagree with the idea that water should be provided free of charge to every home without limit. Firstly, if the water is free, people will not save it and wastage will increase dramatically. For Instance, People may leave tap running or use excessive water for washing cars and gardens. Secondly, treating and distributing water is extremely expensive. The Government has to build filteration plants, maintain pipelines, and pay staff, which costs billion of rupees. If no revenue is generated, this will become an unbearable financial burden on the state and it can also effect our economy. The basic solution would be to provide a basic allowance. For example, 50 liter per person per day, and then charge for any extra consumption.
In conclusion, Although clean water is very beneficial for human, but making it entirely free of cost is impractical and will lead to water wastage and funancial burden.

Paragraphing is used appropriately to separate distinct ideas. Although cohesion is generally managed well, occasional slightly mechanical transitions prevent it from reaching a higher band. Overall, the structural flow is coherent and easy to follow, aligning closely with Band 7 descriptors.
Lexical Resource — Band 6.0
The student demonstrates an adequate to sufficient range of vocabulary for the task. Words and phrases such as 'fundamental human right', 'contaminated water', 'financial burden', and 'excessive consumption' show a good grasp of topic-specific language. Less common lexical items are attempted with some awareness of style, though there are minor inaccuracies in word choice and spelling, such as 'chlorea' instead of 'cholera', 'portable' instead of 'potable', and 'funancial' instead of 'financial'.
