IELTS Writing Task 2 question
Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.
Do you agree or disagree?
Give reasons for your answer and include any relevant examples from your own knowledge or experience.
Student answer (Band 6.0)
It is often argued that the provision to clean and safe potable water is a fundamental human right and therefore all the houses should have a portal to steady supply of clean water at no cost. While I agree with the fact that every human being is entitled to the access of clean water, the constant supply of the same at free of charge can put huge stress on the economy as well as the infrastructure.
The access to safe and clean drinking water is a fundamental right to all human beings as with any creature that is born on the planet. Water is essential for maintaining our health and an inaccess to safe supply or provision to only contaminated supply can be detrimental to the overall well being. Free access to safe water can be particularly helpful for disadvantaged communities like low-income families, students or for people where it is a scarce resource.
On the other hand, a steady supply of clean water at no charge can be a financial and infrastructural burden. A lot of resources and tools are used in the processing of water to make it safe for consumption and other activites like clorination, sedimentation, etc. In additon, the maintenance of such a huge distribution system is an immense engineering task. A lot of manpower is employed at various stages of the process and it is upon the goverment to pay for it.
One effective way to tackle the problem is appropriate government intervention. They can provide water at subsidized rates to people from underserved communities. They can also implement policies like public check dams or rainwater harvesting to ensure better access. A stricter rules and regulations can be enacted to prevent the pollution of our water resources.
In conclusion, while the access to safe and clean drinking water is a basic right it is anot always practical but with sufficient governmental and institutional support we can provide better access at subsidized rates.
