IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 6.5)

Water is an indispensable resource for the existence of life on Earth. Access to clean water is widely recognised as the fundamental human right. Although, I strongly support the notion of access of clean water to the citizens of a state. However, I do not abide by the idea of unlimited water suppy provision to the families. Therefore, I recommend free provision of fixed quantity of water to the famalies for basic use along with the implementation of subsidies for the consumption of water beyond the decided or set limit. The primary reason for the free access of clean water is that water is crucial for human existence and dignity. It is not a luxury that families can choose not to buy. It is a basic necessity used for drinking, cooking, personal hygiene and sanitation.However, If, the government makes water unaffordable, the economically disadvantaged families would suffer beyond our imagination.Moreover,as a result of limited income, financially struggling communities will end up using water from the wells or contaminated water for everyday use, which will threaten their lives. Hence, free access to potable water for basic use is mandatory for the citizens. However, free provision of unlimited water is not the perfect solution for this issue. Water treatment, purification and distribution requires proper infrastructure, maintenance and variety of resources. If water access is free, the government will not be getting any financial consideration from water provision. So, for this process, the income would come from tax money or money reserved for other departments. As the consequence of this, the government will be utilising money reserved for education, healthcare or other fields. Therefore, the idea of unlimited access to pure water free of charge is not the best. I would conclude the discussion by stating that the measures like free access to clean water for basic needs, subsidies over consumption of water beyond set limit, and provision of extra water beyond the fixed amount to the low income families free of charge should be incorporated together in this regard.
