IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 6.5)

In the modern world, clean water should be accessible to everyone irrespective of their status and background. It is a fundamental human right. Therefore, governments must ensure that they are providing adequate amount of water to every person and every household in their country. I believe that water should be provided for free upto a limit which is sufficient for basic human needs and upon that, it should be charged.

A normal human needs 1500 litres of water every month. In today's era of modern infrastructure, it is not very hard to provide clean water to each person. In my opinion, water is equally important to each person weather she is poor or she is rich. The mother nature has provided water to humans and hence, each individual should have a right to its access. Water is abundantly available in nature for each individual but sometime for individual greed, many people try to commoditize water even for a basic usecase and the government should ensure that it does not happen. Hence, the government should try to provide clean and drinkable water supply to every citizen without any charge upto a certain limit.

However, the water wastage is increasingly becoming a serious problem as the clean water sources are being overused by various people and industries. Which is creating the scarcity of clean water in may regions of the world. Therefore, I believe that the water usage should be charged after a particular limit of usage to make sure that it is not overused for unnecessary activities for personal leisure or commercial purposes. So based on the purpose behind the usage, it should be charged reasonably. For example, the Delhi Government had a very good wealfare scheme for water where 20,000 litres of water was provided free to each household in the state.

To conclude, the water is extremely fundamental to every living being and it should be avaialble for everyone without much restriction. However to prevent the overuse of it, there should be some measures such as pricing the water or extra charges for the unnecessary use.
