IELTS Writing Task 2 question
Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.
Do you agree or disagree?
Give reasons for your answer and include any relevant examples from your own knowledge or experience.
Student answer (Band 6.0)
Water is a fundamental human right however, giving it freely to every homestead will put a strain on the government that needs to pay workers and cater for treatment and maintenance of water.
Firstly, water is essential in every day activities at home therefore , each homestead should have access to clean water. Nevertheless , the cost of producing clean water to every home is relatively higher because the government needs employees to work at the water supply company. These workers will need pay according to their terms of agreement. For instance, if one is employed to keep the water tanks clean and also help in regulating the flow of water to homes, they will need salaries. Therefore, the government must have enough funds to run the supply smoothly.
Secondly, storing water that will be enough to supply to each household needs strong financial support. Water must be treated using the right chemicals and also the storing containers must be disinfected regularly in order to have clean and safe water. These chemicals are not supplied freely so, the government needs to buy them to make sure that water supplied to homes is safe for use. Consequently, the government needs money to foot these bills.
In conclusion, although clean water is a basic human right, I believe that the government needs money to cater for the costs of producing clean water therefore, charging a reasonable fee to supply water to homesteads is ideal way to be assured to have clean water.
