IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 6.0)

It is often argued that clean water, being a basic human right, should be supplied to every household for free. I completely agree with this statement as it will help reduce the number of diseases, spreaded due to the non-availability of clean water and it should be free of charge, as it is a basic human right.

Firstly, water, supplied to every household, should be free of charge as every household is not able to pay for it. In many countries, poor people are not able to afford clean water, especially in rural areas, therefore, those people should be provided by a free water supply. Government could impose a tax for the water supply on every employed citizen, using that money for the subsidies of water supply. For instance, the authorities should impose a water tax on individuals earning more than a specific income, and use those funds to provide free water services to every household.

Secondly, the supply of clean water to every house will reduce the number of diseases, occuring due to the non-availability of clean water. Residents, who can't afford water purifiers, consume water from some ponds or rivers. However, due to industrialization, the water in the natural bodies is getting polluted and undrinkable for living organisms. As a result, there is a dramatic rise in the number of people diseased. Therefore, the establishment of clean water supply to every home is essential.

In conclusion, the boost in the number of residents diseased can be attributed to the non-availability of clean water. However, the authorities can supply clean water to every household for free by imposing tax on the employed and establishing subsidies for all residents.
