IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 6.5)

Water is one of the most essential resources of human life, and access to clean and safe water is important for every individual. Access to clean water is a basic human right and every home should have a water supply that is provided free of charge. Although, i agree with this statement, while i believe that people should pay for excessive use.

To commence with, first and foremost reason why water supply should be free is that, providing free water for basic needs can improve the quality of life of people, especially those from lower-income families. Water is required for drinking, cooking, cleaning and bathing. If people have to pay a high amount for water, poor families may not be able to afford enough for their basic needs. Therefore, authorities shoul ensure that every household has access to a reasonable amount of clean water without any cost.

On the other hand, making the entir water supply free could encourage people to waste this valuable resource. For instance, some households may use excessive amount of water for washing cars, watering gardens or other unnecessary activities. If people have to pay for water beyond a basic limit, they are more likely to use it carefully. The money collected from excessive use could be use for the maintance of water supply machines.

In conclusion, i partially agree with the statement that every household should have access to free of cost water. However, charges may be apply for the excessive use of water as people can not waste it beyond the limits.
