Student answer (Band 5.0)
The clean water is the blessing of god and this is the basic need for us so, the water is provided free of charge is right but some point i disagree on that because the free things are not be valuable.
The main reason is that the i disagree on free distribution of water provided its right if humans but the main problem is when we get the free goods we are not giving the value and the free thing going to waste. The people who use the water without consider that it waste or not For example, when the person wash his car lot of water is waste just for washing the car and in home the person who wash the clothes, dishes lot of water are waste like that.
The other is that the government give the water as free so how they save the maintainance cost. The water plant consume the lot of electricity. The other thing is that the when people get the free thing is not consider to save them when they spend money on that they give the value of that and encourage to save them.
In conclusion, the free thing is not valuable because its free of cost and does nothing to loss of person but the government paid the bills of that. I think the government charge the money of water is not in profit its a sustainable cost because it make the person more resonble for wasting money and the blessing of water

Task Achievement / Task Response: Band 5.0
The response addresses the prompt by taking a clear position that while clean water is a basic need, providing it entirely free of charge leads to wastage and fails to cover maintenance costs. The writer attempts to support these ideas with examples, such as washing cars and doing laundry. However, the development of ideas is limited and repetitive. Points regarding value, waste, and maintenance costs are mentioned multiple times without being fully extended into more sophisticated arguments. Furthermore, generalisations are somewhat simplistic. This performance aligns with Band 5, where the task is addressed, but ideas remain underdeveloped and repetitive.
Coherence and Cohesion: Band 5.0
The essay is divided into four paragraphs, showing an attempt at a conventional structure with an introduction, body paragraphs, and a conclusion. However, progression is frequently disrupted by awkward transitions and a lack of clear overall flow. Cohesive devices are either missing, inadequate, or repetitive, as seen with frequent use of 'the other is that' and 'the other thing is that'. Paragraphing is present, but internal cohesion within paragraphs is weak, often resulting in disjointed sentences that lack smooth referencing. This fits the Band 5 descriptor where organisation is visible, but progression lacks clarity and cohesive devices are poorly managed.
Lexical Resource: Band 5.0
The vocabulary used is basic and repetitive, frequently reusing simple words such as 'water', 'free', 'thing', and 'waste'. There are noticeable errors in word choice, form, and collocation, such as 'the clean water is the blessing of god', 'the main reason is that the i disagree', 'give the value', and 'sustainable cost' instead of economic or operational cost. These lexical inadequacies and repetitive structures constrain the response, though the general meaning remains mostly decipherable. This sits firmly at Band 5 due to the limited and repetitive lexical range combined with noticeable errors in word choice.
Grammatical Range and Accuracy: Band 5.0
The writer attempts some complex sentence structures, but these are frequently faulty and marked by frequent grammatical errors. There are persistent issues with article usage ('the clean water', 'the blessing of god'), subject-verb agreement ('the government give', 'the government charge'), and run-on sentences with incorrect punctuation or missing conjunctions. For example, sentences like 'The other thing is that the when people get the free thing is not consider to save them when they spend money on that they give the value of that and encourage to save them' demonstrate a lack of control over complex syntax. Frequent errors cause some difficulty for the reader, matching Band 5 descriptors.
